Your driver's and pilot's licenses.

You need a driver's license to drive anything on wheels or legs (and a
hybrid on the ground), and a pilot's license to fly: an air vehicle, or
a hybrid's takeoff. Examiner Okafor runs the tests at the Driving School,
north of the Proving Grounds hangar:

  Driver's License   from level 15
  Pilot's License    from level 20, once you have the driver's

Each test is a few questions, then a course in one of the school's
loaners (a learner car, a learner VTOL), which needs no license and stays
in the Proving Grounds. Lost it or wrecked it? ask okafor about loaner.

The Proving Grounds are out in the wilds, about 30 squares east of the
city (map world: 170, 150): leave by the south gate and head east.

Whoever's at the controls needs the license: a passenger handed them
with copilot on too.

Dealers warn you before selling a vehicle you don't have the license
for, and charge nothing. Buy it again within a minute to go ahead anyway.
