The time of day, and the weather where you are.

A day lasts two hours: dawn, day, dusk, then forty minutes of night.
At night the wilds get more dangerous: creatures out there are tougher,
some only come out after dark, and you can't see as far. The weather
changes on its own across the world, region by region. Fog and storms
cut how far you see and spoil your aim with guns. Storms keep flyers
low and burn more fuel, and a severe storm grounds every flyer until it
passes. Indoors and underground there's no weather at all.
